System Logic: Replaces the hidden "Melee Priority" with a transparent skill-based hierarchy. It determines the outcome when two melee attacks collide, rewarding higher-level units with tactical dominance.

*Note: Collision between Lv2 and Lv3 results in Lv2 losing balance (Stunned).
This skill eliminates "unreasonable clashes" by defining a clear hierarchy. Level 3 serves as a module for "Absolute Melee Authority," capable of unilaterally repelling even high-priority attacks.
