OPERATIONAL LOGIC: TARGETING PHASES

- Signature Persistence (5-45s): Transitions to "Category-Only" tracking for sustained tactical awareness.
- Strategic Synergy: If within range of Observational Data Link, Phase 1 data density (Name/HP) is maintained for the full duration.
